There is a book in the local library (or was, it was written around 1970) called something like"Night Comes to the Cumberlands." Written about this area, more of KY, but one of the local biz men stated he didn't want to bring better jobs to the area because that would cut into his supply of cheap labor for his mining companies. Today one of the worst groups is 3 guys from this area of VA, they permit under one Co , mine and bond under another and let the bond go without doing the reclaimation. The parent Co stays in good standing. Last I tracked this was around 2000, so it is possible the laws have changed to make it harder to hide the money. Same group used to do a 2 acre permit at a time in St Charles. We really have some greedy folks in this part of the country.
We'll keep the lights on for you.

"Night Comes To The Cumberlands" was by Harry Caudill a lawyer from Whitesburg and from everything I've heard one heck of a guy. When I started doing the trivia show at WMMT I took over for a relative of his who was quiting but hung around to train me and Amy for the show. A great family too.

Of course the mining industry, going back to at least the 1890's was notorious for not wanting competition for the work force or anything else to stand in the way of their profits.
